In 2022, the John Lewis Partnership announced that it would be entering the housing market. With commercial assets such as department stores and warehouses under pressure, JLP is aiming to deliver 10,000 apartments with property agency Milligan taking a strategic role in the project’s delivery.

ATCM is delighted to announce that Milligan CEO, Stuart Harris, is confirmed as a keynote speaker for the 2024 Place Management Conference ‘We Need to Talk About Housing!’. Stuart will discuss why the diversification into residential makes sense for one of the UK’s most well respected high street businesses. Delegates will learn and discuss what the wider implications are for the high street on everything from funding implications to service provision for town centre users.

About Stuart Harris


Stuart has nearly 30 years’ experience in the design, leasing, marketing, and delivery of retail and leisure developments across the UK and Europe. Over this time Stuart has overseen hundreds of deals with occupiers covering retail, F&B, leisure, offices, hotels, and residential. Previously he was a UK Board Director for Multi Development and was a Co-Founder of Queensberry where he helped deliver major projects for both the public and private sectors over a 10-year period. Over the last 15 years Stuart has focussed on Town Centre Regeneration and the repurposing of assets and has acted as lead on a number of award-winning developments in the UK.

Today, Stuart is CEO at Milligan. As well as overseeing the running of the company Stuart acts as Commercial Director and leads on a number of projects. Currently he is working on projects with Local Authorities in Torbay, Sunderland and Swansea as well as advising several owners of shopping centres on their repurposing strategies. Stuart is passionate about regeneration and gets a huge amount of satisfaction seeing the positive impact that well thought out regeneration can have on the local community. Stuart also sits on the REVO Regeneration Committee.

We will ask crucial questions on how we get the right balance between the two, what this shift means for the provision for place management services and the impact on the funding models we rely on.
