Public spending has been under pressure for years. And local government has been one of the biggest victims with functions like town centre management, economic development, planning and other non-statutory services being reduced.

At the ATCM Place Management Conference 2025, ‘A Crisis in Local Government Finance’ we are delighted to announce that we will open the event with the UK's leading commentator on local government, Heather Jameson. Heather is the Editor of The Municipal Journal who will discuss ‘Where’s the Money Gone?’ in a Q&A with the ATCM CEO, Ojay McDonald. She is a regular speaker at both local government events and The MJ’s own events, including The MJ Future Forum, The MJ Future Forum North, The MJ Future Forum Midlands and The MJ Achievement Awards.

Heather's career started 20 years ago, alongside the birth of the Local Government Association and the beginnings of the Blair government. She has been a prominent reporter and commentator in the sector ever since. Heather joined The MJ in 1999 as news editor and rose to her current post of editor.
What will Devolution Mean for Place Management?
This will not just be a conversation about understanding the finances that impact the day-to-day role of place managers. This will be an opportunity to ask and learn about some of the far-reaching implications of the proposed solutions, including devolution, billed as "the biggest shake up in local government in a generation".

The ATCM Place Management Conference will focus on the challenges we face in funding the day-to-day job of supporting town centres. We will ask how things have changed and how we need to adapt accordingly.
