ATCM East of England: Will Rates Reform Reshape the High Street?

On the 30th October, the UK Government announced its plans to introduce permanently lower business rates for some high street businesses. The beneficiaries, retail, hospitality and leisure sectors occupying small properties will have their business rates subsidised by businesses occupying larger properties.

What will be the impact? What will be the consequences for funding local authorities and BIDs? And could we see a shift in strategy from larger occupiers, owners and investors that could lead to a reshaping of the high street as they mitigate the increase in business rates?
