Councils across England will be urged to deliver more housing in towns and cities while property owners will be given greater freedoms to convert commercial units to residential without planning permission. That’s the summary of Michael Gove’s announcement in the past few days.
In response to this the Department for Levelling Up, Housing and Communities are sending a number of civil servants to the 2024 Place Management Conference. We can confirm that Cathy Francis, Director for Places, Infrastructure and Housing Delivery, will join the agenda provide delegates with a critical policy update.

About Cathy
Cathy has enjoyed a long career in the public sector having worked in a number of government departments and also in NHS England. She has a background in regeneration and neighbourhood renewal policy and currently leads on housing and regeneration in the Department for Levelling Up, Housing and Communities. She is responsible for policy on infrastructure and brownfield funding, public sector land and regeneration. She is passionate about community, place-making and improving outcomes for the most deprived communities.
