Invitation to Quote for a Banbury Business Improvement District Feasibility Study  

Cherwell District Council is inviting competitive proposals for the provision of specialist advice to consider the feasibility of establishing a Business Improvement District (BID) in Banbury Town Centre.   


Cherwell’s Economic Development Strategy identifies vibrant town centres as central to commercial vitality and community well-being and has in recent years received funding from the Department for Communities and Local Government (DCLG) to introduce initiatives that will improve the high street vitality of Banbury.  

Phase One of the work to enhance the vitality of central Banbury began in April 2014 through the appointment of Town Team Co-ordinators, whose programme of actions will continue until March 2017.  

Phase Two will now consider how to build upon the success of the co-ordination work by exploring more sustainable ways of ensuring the vitality of Banbury is raised further.  Banbury Chamber of Commerce has asked Cherwell District Council to assess in particular the potential for establishing a Business Improvement District (BID) in central Banbury.  The Council agreed to commission the feasibility work and for it to be reported to the Council’s Banbury Development Group and for discussion with the Chamber.  


The feasibility study is expected to cost between £5,000 and £10,000.  Expressions of interest should be made on the attached Proposal form clearly showing how value for money will be provided to the Council in considering and advising on all elements within the scope of the study
