Job title: Harborne Village Business Improvement District (BID) Manager.

Responsible to: Harborne Village BID Board of Directors.

Reporting to: Chair of the BID Board.

Responsible for: Harborne Village BID staff team, consultants and contractors.

Duration: Fixed term until 31st December 2022 (Probationary period of six months).

Hours of work: 37 hours per week, with regular flexible working required,to include evening, weekend and bank holiday working.

Salary: £35,000, with eligibility for a contributory pension following the probationary period. A relocation allowance will apply if necessary.

Location: Harborne village centre, Birmingham.


 

Background Information

Following a successful ballot in October 2017, a Business Improvement District is being set up in Harborne village, with the aim of making Harborne a great place to shop, work and do business by making it safer, more attractive and full of vibrancy. The BID is business-driven and brings together a wide range of organisations, from multiple retailers and independent shops to pubs, hotels and restaurants. The BID also involves partner organisations from the public sector. The BID will deliver over £750,000 of funding to the area over the next five years, funded and led by businesses and managed by a dedicated BID Manager and the role will focus on delivering projects in the following four main project areas of 1. Safety and Security 2. Events & Marketing 3. Streetscape and 4. Business Support.

Job purpose and key responsibilities

 

Leadership

 

To lead Harborne Village BID, under the strategic direction of the BID Board. To ensure that BID levy payers are engaged in the BID and can see real value for money in being part of the BID To implement successful project delivery in line with all areas of the BID business plan. To take responsibility for shaping the strategic vision of the BID and ensuring that the BID continues to meet the needs of BID levy payers. To provide line management to any BID staff and to oversee a positive, healthy and safe working environment in accordance with all appropriate legislation and regulations.

 

BID Governance & Company Administration

To develop all policies and procedures, in agreement with the BID Board, to ensure the effective delivery of required processes including, but not limited to finance, legal, employment, procurement, health & safety and equal opportunities. To lead on BID member engagement and be responsible for effective and transparent governance and administration of the BID Company. To take a pro-active role in identifying potential new Board members in order to provide a readily available supply of competent professionals to replace Board members who step down.

 

Business & Finance

To design and implement appropriate levels of performance measurement against the BID Business Plan. To oversee contracts and agreements with suppliers for services provided to theBID. To oversee all arrangements with Birmingham City Council regarding the BID, including the BID operating and baseline agreements as appropriate. To be responsible for securing additional resources & funding, maximizing the impact and investment in Harborne BID. To manage an annual budget of approximately £150,000, ensuring it is appropriately spent. To support the BID board in the production and submission of all appropriate company reports, accounts and returns.

 

Events & Marketing

 

To organise and manage a variety of events aimed at raising the profile and customer experience in Harborne in accordance with the business plan. To deliver a social media strategy aimed promoting BID businesses and increasing footfall, dwell time and spend in Harborne village. To develop & deliver effective marketing and communications strategies. To communicate with BID members, partners, external agencies and key stakeholders to ensure their ongoing support for the BID.

 

Key Relationships

 

To be the main point of contact for, and form positive working relationships with, all organisations and individuals that can assist the BID in achieving its business aims.

To include but not be limited to the following:

▪ BID Board members.

▪ BID businesses & organisations.

▪ Birmingham City Council.

▪ Greater Birmingham & Solihull Local Enterprise Partnership.

▪ Industry bodies.

▪ Press and Media.

▪ Property owners and agents.

▪ West Midland Combined Authority.

▪ West Midlands Police.

 

General To act as a champion for the BID company and the BIDmembers. To undertake any other tasks commensurate with the role.
