ATCM is the industry’s leading authority on town centre related public policy. We coordinate the secretariat of the All-Party Parliamentary Group for Town Centres to increase the profile of town centres, town centre management and BIDs in Westminster on behalf of members across the UK. 

With ATCM’s support the group has been responsible for:


  • One of parliament’s ever best attended Backbench Business Debates, based on the future of town centres

  • Put Property Owner BIDs on the agenda through the BIDs Policy Think Tank held in partnership with the APPG for Urban Development

  • Coordinated parliament’s involvement in the Portas Review

  • Attracted high profile parliamentary members including David Cameron MP

  • Attracted Marcus Jones MP as Chair for five years, who later went on to become Minister for Town Centres and is now Minister for Local Government

  • Attracted Jim McMahon MP as current Chair. Jim holds the post of Shadow Minister for Local Government and Devolution


ATCM Scotland sits on the board of the Cross Party Group for Town Centres in Holyrood. ATCM Ireland collaborates with the Department for Jobs.

Meetings of the APPG for Town Centres and the CPG for Town Centres are free to attend for all members. Watch out for the next event and get involved to speak up for your town centre.

Industry Responses to Key Government Consultations: On behalf of members, ATCM responds to key government consultations that impact the industry. ATCM will form a position based on its own consultation with members both through regional meetings and online. Recent responses include to business rates reform across the UK, the BID Review and Sunday Trading Reform.

There are a number of key issues that ATCM will be working on throughout 2018. These include:


  • Shaping public policy for the Post-Brexit urban economy
  • Ensuring the Industrial Startegy recognises the vital role of town and city management
  • Business rates reform
  • The evolution of the town and city management industry.

The Mission of the APPG for Town Centres

The mission of the APPG for Town Centres is to promote parliamentary and public understanding of the importance of town and city centres and their management as a key mechanism for coordinated action, fostering public and private sector dialogue and co-operation in order to build environments that are healthy, sustainable and socially inclusive.
