TOCEMA

TOCEMA (Town Centers Management), a transnational co-operation in the field of the regional planning: the division of competences and approaches, the experience sharing of management of downtown areas, production of tools methodologies and the creation of indicators of performance, development of the local and European policies as regards management of centres town.

In January 2000 approval for the European project TOCEMA was given.
For two years, it joined together in a transnational partnership the Walloon Area (D.G.A.T.L.P - Directorate-General of the Regional planning, Housing and Inheritance), the AMCV - Association of the Management of Centre Town, coordinator of the project, as well as the ATCM - Association of Town Centre Management - of the UK and the Chamber of Commerce and Industry of Lille Métropole (C.C.I.L.M.).

This project lies within the scope of the European Initiative Interreg IIC Metropolitan Surface of the North-West (AMNO) on the regional planning, supported by the Regional European Development Funds (FEDER). Its goal was to encourage the transnational co-operation, the pooling of know-how and the coordination of the political steps as regards regional planning.

The intention to cooperate rests on the premise that places are faced with common opportunities and threats. A joint approach will generate an additional value added compared to an individual approach continued by each participating country, which will lead to a development space, economic and social more cohesive, more balanced and durable of the area.

Six workshops sets of themes were organized throughout project, successively in the UK, France and Belgium. These meetings aimed to ensure that the participants could note of experiments taking place in other areas, the methodologies employed in the management of the downtown area, as well as factors of failure and success.

The results of the workshops were integrated and the construction of indicators of performance agreed, which made it possible to evaluate the actions and to measure the state of the problems.

Methodological guides were produced. They synthesize the ideas carried out throughout the two years of work.

TOCEMA was also the occasion to install on the territory of the French partnership the tool of downtown area management developed by the AMCV. It is about a management information system, which is presented in the form of an internal database.
